About EMA
The Emergency Management program is based on the requirements of the Georgia Emergency Management Act of 1981, as amended December 1992. The Columbia County Board of Commissioners and Mayors of Harlem and Grovetown, approved and created the local EMA by Resolution which was updated in December 2007.

Emergency Management is the managerial function of Columbia County government, charged with creating and maintaining the framework within the community to reduce vulnerability to hazards and cope with disasters. 

MISSION
To protect Columbia County citizens by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters in order to save lives, protect property, and reduce the effects of disasters.

VISION 
To create a safer, less vulnerable community with the capacity to cope with hazards and disasters.

ABOUT THE DEPARTMENT
The Columbia County Emergency Management Agency is a department of Columbia County Emergency and Operations Division  and serves approximately 110,627 citizens living in Columbia County, including the cities of Harlem and Grovetown.

EMERGENCY OPERATIONS CENTER

The department's primary responsibilities are to develop and maintain emergency plans, conduct disaster training exercises for all agencies, provide emergency public information, provide awareness and education programs, coordinate area emergency service agencies, and coordinate community warning systems.
