POSITION SUMMARY
The Geographic Information Systems (GIS) Manager is responsible for the management and oversight of the GIS Department.  Key responsibilities include the following County-wide programs: ArcGIS Enterprise, Cityworks Asset Management, Addressing, GIS Data store, GPS, Contracts and Budgeting, GIS Server Administration, Training, and GIS Needs Assessments.  The incumbent supervises personnel and programs to insure policies, procedures, and activities are in compliance with ordinances and best practices.  The GIS Manager reports to the Technology Services Division Director.

The GIS Manager will plan, coordinate, and direct the operational activities of the GIS Department, which include, but are not limited to, GIS software design and administration, data administration and database management, data access, data dissemination system and data security, system and data security, customer support, software and system enhancements, consulting and solution design for departments, budgeting, development and maintenance of systems interfaces and integration, application development and maintenance, and training.  He or she provides technical support and serves as a liaison to other agencies, cities, counties, state, and federal level agencies.  The incumbent must be familiar with contract law in relation to the RFP and contract administration processes and ensure that contract specifications are appropriate.

Work is performed in an office and at a desk with intermittent standing, stooping, walking, bending, or crouching and occasionally lifts objects weighing 25 pounds or more.  Site visits for GPS, Addressing verification, and travel agency offices is required.

A Bachelor’s Degree is required in Geography, Geographic Information Systems or a related field, with a concentration in GIS studies. Proficiency using ESRI software, and seven (7) years of progressively responsible experience in software applications, project management, and contracting as related to Geographic Information Systems is desired.  Possession of GISP designation is desired and additional GIS software certifications such as the Esri Certified Desktop Associate is desired.  Possession of a valid driver’s license required.

NATURE AND SCOPE
The work of this position affects most county departments, cities, agencies, and the public.  The work includes analysis, query, and inventory required for emergency response, capital asset management, land record value assessment, planning, development, conservation, marketing, and public distribution. 

Comprehensive knowledge of rapidly evolving GIS technical requirements and best practices, as well as  skill in effectively managing the requirements of County agencies is necessary. The incumbent will work with staff, elected officials, members of boards, authorities, and Federal Agencies.

PRINCIPAL ACCOUNTABILITIES
ArcGIS Enterprise – Configuration and implementation of user-based security protocols, training, needs assessment, customer support, data creation, maintenance, and analysis, contract administration, implementation, technology planning and forecasting, and employee supervision and development.

Cityworks Asset Management software – GIS database design, implementation, maintenance, and end-user training. Serve as Server Administrator, maintaining SQL Server, custom Crystal Reports, XML, and IIS for supporting desktop and mobile interfaces.

County-wide addressing – Department serves as the official Addressing Authority for commercial and residential development. Duties include the dissemination of data to public safety and commercial mapping entities and publication through Maps Online and map services.

GIS Enterprise Data - System design, implementation, and maintenance of all GIS layers, including land records, transportation networks and infrastructure, water, sewer, and stormwater infrastructure, public safety and emergency response, broadband utility, traffic and campus fiber, damage prevention, planning and zoning and public notification data, engineering, parks and recreation, facilities, orthophotography, and other basemap layers and associated metadata.

Contracts and Budget – Development of annual budget requests and management. Manage contracts including bi-annual orthophotography, 4 year LiDAR, and software contracts.

Server administration – Installation and configuration of GIS Servers, programming for Maps Online, system design and configuration of web apps for data input, editing, distribution, and analysis.

Training duties include training of ArcGIS Desktop, ArcGIS Online web apps, Collector for ArcGIS, Cityworks AMS desktop and Respond mobile app, and Maps Online. Train crews to use mobile apps for GPS collection with Trimble R2 GPS units to update enterprise geodatabase.

Planning departmental growth of services to support needs-assessments for internal departments and external agencies for GIS data, analysis, and utilization.

Directing staff activities, bringing departments together to accomplish common goals, assisting with data to enable staff in other departments to increase efficiency.

Streamlining and automating processes and procedures to ensure data integrity.

Manages the County GPS Reference Station by ensuring that the station is transmitting centimeter-accurate data for use by county departments, surveyors, and engineers.

Manages County survey monumentation through contracts with a surveyor for bi-annual update of concrete elevation monuments used for the capture of orthophotography.

Serves as the GIS liaison to vendors, consultants, committees, boards, and other localities as opportunities arise.

Manages a regular and systematic update plan for GIS equipment, software and databases while researching, assessing, and adopting emerging GIS technology.

Manages the County’s drone imagery program, in which data is captured drone technology for orthophotography and surface modeling purposes.

KNOWLEDGE, SKILLS AND ABILITIES
Extensive knowledge of concepts, processes, techniques, and technology related to the discipline of Geographic Information Systems.

Extensive knowledge and skills with the ESRI family of GIS products, to include ArcGIS and its various subordinate modules and their application within a local government model.

Knowledge of Cityworks asset management software and associated technology tools such as SQL Server, ArcGIS, SQL Reporting Services, and Internet Information Services (IIS).

Knowledge and experience using drones in order to capture aerial photography; FAA Part 107 license desired.

Knowledge of computer and information security and its application in a GIS environment.

Knowledge, skills and abilities using Trimble centimeter-grade GPS Units and the ability to troubleshoot these systems, direct workforce initiatives, and design appropriate methodology.

Knowledge and skills with Trimble Reference Station hardware, software, maintenance, and broadcast requirements.

Knowledge of computers and mobile devices and their applicability for use as GIS platforms.

Knowledge of and experience in conducting Quality Control procedures for orthophotography, LiDAR, surveying and mapping standards.

Knowledge of planning, utilities, and local government procedures, including the basic techniques and terminology of professions such as engineering, construction, and survey as it applies to GIS.

Knowledge of relevant federal and state laws, county ordinances, and department policy and procedures.

Skill with server and database administration, primarily MS Windows Server and SQL Server.

Skill providing leadership, management, supervision, team-building, planning, budgeting, and program administration.

Skill with the delivery of GIS-related training and public presentations for various stakeholder groups and organizations, including the ability to prepare comprehensive reports and to present information effectively in both oral and written form.

Ability to work independently with minimal instruction and direction.

Ability to establish and maintain effective working relationships with co-workers, other County agencies, other localities, the public, and outside vendors and their representatives.
