Classification and Compensation Manager - Human Resources - Position #1045

POSITION SUMMARY
The incumbent in the position reports to the Human Resources Manager and provides support with the day-to-day operations of human resources procedures and programs including responsibilities in the functional areas of department development, Human Resource Information Systems (HRIS), classification and compensation, employee relations, training and development, benefits, organizational development, and employment.  The work requires skill and ability to work with a variety of human resources concepts, practices, and procedures, relying on extensive experience and judgment to plan, implement and accomplish goals.  

The incumbent will supervise the Human Resources Specialist and the Employee Relations Specialist, providing oversight of the classification and compensation functions and employee relations functions including the day-to-day operations of the positions. 

The incumbent will stay abreast of new employment legislation as it is enacted and any court rulings that lead to changes in classification, compensation, federal, state and local laws. The incumbent will provide assistance and support to co-workers and management on human resources matters.  Daily job duties range from complex to routine, working with individual employees or groups, employee related matters, or staffing issues.

Contacts are typically with co-workers, professional staff, department heads, elected officials and the general public.  Work is performed in an office environment and may require sitting for extended periods of time, and all movements that are involved with retrieving, storing and lifting files and boxes weighing up to twenty-five (25) pounds. 

Bachelor's degree required, Master’s degree preferred; three (3) years’ experience as a HR Generalist with responsible classification, compensation and benefits generalist experience in a Human Resources environment required; CEBS, CMS, SHRM-CP or SHRM-SCP desired.  Strong analytical, oral and written communication skills are required.  Technological requirements include computer skills and ability to use a variety of office equipment and programs.  Valid driver’s license required.

PRINCIPAL ACCOUNTABILITIES
Reports to the Human Resources Manager and uses knowledge and judgment to complete routine and complex assignments in any functional area of the department.

Supervises the Human Resources Specialist and the Employee Relations Specialist.

 Responsible for or serves as a liaison for succession planning, talent management, employment, employee relations, compensation, benefits, EEO, and training and development.

Compiles information and conducts internal audits of processes; prepares and manages special projects assigned by the Manager; verifies statistical reports for accuracy and completeness.

Stays abreast of new employment legislation and court rulings that will lead to changes in healthcare, retirement plans, family leave, and occupational safety and health.

Serves as a resource on human resources matters, providing guidance, assistance and support to management.

Develops and implements procedures, including communication plans, performance reviews, new hire onboarding, training programs, compensation and benefits planning, and talent assessments.

Conducts employment interviews and termination exit interviews, and subsequently compiles and distributes acquired information.

Uses critical thinking to effectively resolve human resource issues.

Applies technology skills developing analytical reports and concepts.

Demonstrates the ability to make informed decisions based on data and statistics.

Conducts organizational planning, recruiting and staffing logistics; works with performance management and improvement systems; organization development; employment and compliance to regulatory reporting; employee onboarding, development, and training; policy development and documentation; employee relations and communication; compensation and classification administration.

Performs classification and compensation assignments, analyzes HR functions and provides assistance with various special projects.

Compiles and prepares statistical and analytical reports for the HR department and other departments; performs analytical studies of compensation and classification data.

Tracks trends and developments in classification and compensation areas; assists in research, development and analysis of classification, compensation and benefits projects.  

Maintains database and statistics of Fitness Center and Healthy Rewards program participants.

Assists Department Manager with operating and annual personnel budgets; collects and analyzes data, conducts studies, performs research and prepares reports.

Responds to employee and customer concerns in person, e-mail, fax, etc.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of position classification, salary administration, compensation and benefits systems.

Knowledge of the principles and practices of personnel administration.

Knowledge of federal and state laws and local ordinances, policies, and procedures.

Knowledge of various benefit plans and payroll accounting systems.

Skill with database systems, word processing, spreadsheets, and various other computer applications.

Ability to apply analytical techniques specific to human resource management.

Ability to use a variety of office machines and equipment.

Ability to communicate effectively in public presentation, oral and written formats.

Ability to establish and maintain effective working relationships with all levels of staff and the public.

Ability to remain flexible and work in a fast paced environment.

Ability to work with a diverse workforce.
