 POSITION SUMMARY
The Broadband Utility Manager is responsible for all operations of the Columbia County Community Broadband Utility (C3BU).  This role encompasses the management of the County’s broadband assets, oversight of the daily operations of the network, customer service to internal and external customers, development and execution of strategy, and staffing and management activities within the Utility.  The Manager is also responsible for sales and marketing activities that are targeted toward the generation of revenue, and ensuring the sustainability and financial success of the Utility.

The position requires extensive knowledge of information technology, telecommunications, and fiber optics, as well as sales/marketing presentation skills for the technology.

The Utility is an enterprise fund, meaning that business acumen, budgeting, negotiation, procurement, inventory management, and organizational skills are important to the incumbent. 

As a department manager, this position also requires leadership skills which include day-to-day staff management, hiring, motivation, discipline, and evaluation.

Work is generally performed in an office environment and may sometimes be noisy.  Some work may be performed outdoors.  Physical demands include intermittent sitting, standing, stooping, walking, bending, stretching, and occasional lifting of communication equipment or other objects weighing up to 25 pounds is required.

A Bachelor’s Degree in Information Technology, Computer Science, Information Management, Engineering, or a related field from an accredited college or university is desired. Professional training and years of experience in a leadership role in an Information Technology, Broadband, or Communication Utility may be substituted for a degree. Travel both in and out of state may be necessary.  A valid driver’s license is required.

NATURE AND SCOPE
The primary responsibility of the Broadband Utility Manager is to manage the County’s broadband assets and to oversee the daily operations of the network.  The incumbent will coordinate with the Director of Technology Services to plan and execute all operational activities of the Utility, as well as promote marketing strategies to increase broadband market share to anchor tenants and commercial and retail providers.

The Broadband Utility is a Columbia County department, and as such, the Manager has significant responsibilities related to supporting County technology operations, which include but are not limited to participating in County strategic planning, consulting with other departments regarding fiber-optic communications among County buildings, as well as service and support of existing fiber infrastructure.

PRINCIPAL ACCOUNTABILITIES
Promote marketing strategies to increase broadband market share to anchor tenants and retail providers.

Establish and document operating procedures to insure success of the Utility within the guidelines and authority established by the Columbia County Board of Commissioners.

Prepare and organize short-term and long-term strategic plans for acquiring and enabling efficient and cost-effective communication technologies, leading to increased revenue and profitability.

Provide oversight of daily Utility activities, communicate Utility goals and provide training, guidance and support to staff to ensure work is performed in a timely fashion.

Screen potential business opportunities by analyzing market strategies, opportunity requirements, potential, and financials.

Negotiate with potential customers in order to create relationships that enhance the capabilities and revenue of the Utility, including assessment of risks and potential as well as the motives, needs, and goals of potential partners to determine if they align with those of the Utility.

Provide outstanding customer and service support to internal and external customers regardless of the type and quantity of service provided.

Define and communicate project milestones, service level agreements, and resource allocation to the Board of Commissioners, Administrator’s Office, support staff, and customers. 

Develop business case justifications and cost/benefit analyses for spending and initiatives.

Develop annual budget requests for the Utility and ensure they comply with stated goals, guidelines, and objectives.

Review performance of systems to determine operating costs, productivity levels, and upgrade requirements for broadband infrastructure.

Expand the Broadband Utility’s strategic alliances with new and existing clients.

Enhances job, industry, and technology knowledge by participating in educational opportunities; reading professional publications, maintaining personal networks, and participating in professional organizations.

Develop Utility bid and request for proposal (RFP) requirements, review submitted bids and proposals for compliance with stated requirements, and provide recommendations to the Procurement Department for purchase.

Direct research on potential broadband technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts.

Consult with other county, state and federal entities as needed.

Make presentations to internal and external stakeholders in order to explain the mission and goals of the Utility.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of operational considerations of the Broadband Utility including but not limited to local, long distance, internet, cellular, and wireless broadband.

Knowledge of all facets of the broadband business from outside plant (fiber and towers) and finances to office tasks.

Knowledge of technical, network and operating systems, hardware, and protocols.

Knowledge of Federal and State laws and regulations, county ordinances, departmental/divisional policies and procedures.

Knowledge of Columbia County goals and objectives as well as county processes, management, budgeting, and office operations.

Skill in broadband infrastructure strategic planning and development, project management, and policy development.

Skill in systems design and development from business requirements analysis to daily management.

Skill in the application of human resource management principles, practices, and procedures as well as leadership and supervision of staff.

Ability to communicate effectively in written, oral, and interpersonal formats and to present ideas in a customer-friendly language.

Ability to effectively prioritize and execute tasks in a high-pressure environment.

Ability to work in a team-oriented, collaborative environment.

Ability to interpret trends and standards of the information industry, and comply with relevant local, state and federal regulations.

DESIRABLE TRAINING AND EXPERIENCE
