 POSITION SUMMARY
The incumbent performs supervisory, administrative and professional work managing the Engineering Services Division that includes Engineering and Road Construction, Stormwater including environmental compliance and floodplain management, Roads and Bridges, Traffic Engineering, Property Acquisition and Landfill Post Closure Departments. The incumbent provides coordination of Engineering Services Division for planned capital improvement projects as well as private development within the county. The division plans, develops, coordinates and monitors engineering and environmental policies, programs and projects.

Physical demands include intermittent sitting, standing, walking, and carrying light items; some walking may be over rough, uneven surfaces. Work is performed in an office and outdoors where the employee may be exposed to hot, cold or inclement weather and hazardous machinery.

Contacts are typically with co-workers, engineers, contractors, elected officials, division directors, department managers, and the general public, to exchange information, resolve problems, provide services, and motivate personnel.

Bachelor of Science Degree in Civil or Environmental Engineering or related field is required; a Master’s degree is preferred. Five years related experience with supervisory, project management and organizational development responsibilities required or an equivalent combination of education and experience may substitute for the years of experience. A Georgia PE or ability to acquire within six months after date of hire and a valid driver’s license is required.

NATURE AND SCOPE
The Director provides direct supervision of department managers assigned to the Engineering Services Division.

Reports to the Deputy County Administrator who assigns work in terms of general directions. This position also reports to the Development and Engineering Services Committee and to the Board of Commissioners.

Provides management and engineering support for the Engineering Services Division. These departments provide planning, engineering and maintenance for roads, bridges, drainage, structure construction, solid waste facilities, and street lighting for the County.

Calculations and designs, dependent upon the analysis of the subject involved in each assignment, are complicated by having to adjust solutions to geographical, legal, funding, and physical constraints.

PRINCIPAL ACCOUNTABILITIES
Supervises department managers and department support staff, either directly or through subordinates.

Supervises for the construction of roads, drainage structures, retention ponds, solid waste management operations, and the District Street Light Program.

Supervises engineering and environmental compliance for all development plans submitted to the county for approval.

Plans, develops, coordinates and monitors engineering and environmental policies, programs and projects for the County government.

Develops division annual budget, recommending capital improvement projects, determining technical and staffing requirements, and project priorities.

Manages the transportation improvement plans, program and funding requirements.

Provides coordination of Engineering Services for planned capital improvement projects.

Provides the Development and Engineering Services Committee with technical and administrative information.

Provides information concerning the resource requirements of the departments in the division.

Conducts final reviews and approves all subdivision development and commercial site plans in compliance with minimum County engineering construction standards and specifications.

Supervises the inspection of and approves acceptance of all construction involving road and storm drainage infrastructure improvements.

Performs various calculations pertaining to such matters as loads of roads and hydrological and hydraulic concerns of drainage systems.

Oversees the preparation and advertisement of all bid documents for County engineering and environmental projects.

Coordinates projects with State and Federal agencies and private firms.

Reviews and supervises in-house CADD/drafting activities.

Writes or reviews specifications for jobs and materials.

Corresponds with developers, builders, residents and contractors.

Attends the Augusta Regional Transportation Study Technical Coordinating Committee on behalf of Columbia County.

Performs other related duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of federal guidelines, state laws, and local ordinances relating to duties of the position.

Knowledge of civil engineering principles, practices and methods as applicable to public works activities.

Knowledge of county policies and procedures.

Knowledge of equipment used in road construction and solid waste management operations.

Knowledge of ordinances and specifications for acceptance of roads.

Knowledge of construction cost estimation procedures.

Knowledge of drafting techniques and standards.

Knowledge of hydrology, hydraulics, soils and structures.

Skill in negotiating and mediating.

Skill in supervising administrative, technical and support personnel.

Skill in administrative procedures such as budgeting, priorities, researching and organizing data and writing reports.

Skill in map reading, planning, management and public relations.

Ability to communicate effectively, orally and in writing, with employees, consultants, elected officials, and the general public.

Ability to conduct necessary engineering research and compile comprehensive reports.

Ability to utilize various computer hardware and software, office machines, phones and radio in performance of engineering responsibilities.

DESIRABLE TRAINING AND EXPERIENCE
