The incumbent in this position assists the Finance Manager with financial activities associated with general ledger, projects, and capital assets. This position is responsible for preparing various financial and accounting reports according to generally accepted accounting principles, practices and procedures.
The incumbent in the position is required to work with a variety of software programs including the County financial accounting system.
Work is performed in an office environment. Physical demands include intermittent sitting, standing, stooping, walking, bending, stretching, and lifting of objects weighing up to 25 pounds
Maintains current and accurate balance of various project accounts, to include reconciling available cash, approving purchase orders, updating reports for management, reconciling interfund transactions and maintaining Project Central within Munis.
Reconciles monthly bank statements, to include preparing journal entries and eliminating/reconciling interfund receivables/payables.
Prepares monthly cash analysis for water utility.
Reconciles transactions from various data imports, such as credit cards, Civic Rec, and Paymentus.
Prepares and maintains spreadsheets, cost allocations, reclassification and adjusting journal entries, and other recurring/routine transactions on a monthly basis.
Maintains capital asset system in compliance with applicable GASB standards, i.e. GASB 34 and GAAP, to include additions and deletions, and assists with fiscal year-end audit preparation, such as depreciation calculations and audit schedules.
Assist with compiling information needed for the external audit, financial statement/Comprehensive Annual Financial Report (CAFR) preparation, and note disclosures.
Prepares monthly reports for the Management & Internal Services Committee.
Assists internal and external auditors by preparing work papers, analyzing account balances, etc.
Provides technical accounting assistance to other departments.
Performs other related duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of generally accepted accounting principles, practices and procedures.
Knowledge of county, state and federal laws, rules and regulations governing accounting activities of county government.
Ability to prepare and interpret accounting and financial reports and statements.
Ability to organize, analyze, prepare, and interpret financial information to assist in management decision making.
Ability to plan and execute accounting data under minimal supervision.
Ability to deal tactfully, effectively and equitably with internal and external customers and general public.
Ability to communicate effectively, both orally and in writing.
Skill in using various computers, software and hardware applications for manipulation of accounting information.
DESIRABLE TRAINING AND EXPERIENCE
An Associate degree in accounting, public administration, business administration or related field and a minimum of one year government accounting experience required An equivalent combination of education and experience may substitute for the years of experience and education requirements. Excellent writing, communication and organizational skills are necessary. Experience in use of various accounting, data base and word processing computer programs and personal computers is required. Possession of or the ability to readily obtain a valid driver’s license.
