POSITION SUMMARY
Fiber Splicer is responsible for terminating, splicing, testing and documenting fiber optic cable according to customer requirements.  Fiber Splicer must update and maintain project tracking information such as production sheets, material used, time sheets and customer required paperwork.  Fiber Splicer must be familiar with EIA/TIA standards, applicable building codes, fiber optic splice closures, OTDR testing, Optical power meter and Fiber Identifier.

The position reports directly to the Outside Plant and Construction Manager and is responsible for splicing and testing fiber optic cable to design requirements.

Must have experience with the following equipment: fusion splicer, mechanical splicer, OTDR, power meters, traffic identifiers, digital multi-meters, cleavers, strippers, buffer tube splitters, cable ring tools, hand tools, toners, duct rodders, ladders, bucket trucks, fork lift experience, etc.

AS degree or equivalent training with 2 or more year’s working experience in splicing, testing and documenting fiber optic cable. MS Office experience – working knowledge of Word, Power Point, and Excel. Fiber Splicing Software experience is desired (AutoCAD, ESRI, etc.). Desired certifications include but are not limited to Certified Fiber Optic Technician (CFOT), ETA Fiber Optics Installer (FOI).

NATURE AND SCOPE
The Fiber Splicer achieves operational objectives by accurately splicing, testing and documenting Columbia County fiber optic infrastructure assets by utilizing test equipment and coordinating field activities related to network operation and its customers.  

Work is performed inside buildings and outdoors where employee is occasionally exposed to cold or inclement weather. Employee is exposed to noise, dust, dirt, grease, and machinery which have moving parts. The level of noise in certain work areas may be considered at an elevated level compared to most indoor environments.  This type of work requires intermittent sitting, standing, stooping or walking and lifting computer equipment and other objects weighing more than (50) pounds.  Due to the nature of this work environment, this position requires the incumbent to wear personal protective equipment in accordance with local, state and federal rules and regulations.

PRINCIPAL ACCOUNTABILITIES
Terminate, splice, bonds/grounds and tests fiber optic cable according to EIA/TIA standards.

Perform fiber tests with OTDR’s, light source and power meters.

Coordinate fiber splicing activities with co-workers and customers.

Perform ring cuts on live fiber without affecting existing services.

Install demarcation enclosures and other telecom equipment.

Update accurate documentation information into 3-GIS fiber database including but limited to location, splicing, terminating and testing information.

Perform installation of fiber optic equipment and patch and panels.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
A valid driver’s license is required.  The incumbent may be required to travel both in and out state.

Positive attitude, leadership qualities, well organized, dependable, and excellent listening skills.

Excellent written and verbal communication skills.

Must have a working knowledge of various communications systems including fiber optic network topology, underground and overhead construction techniques, and other industry standard system designs and equipment.

Knowledge of county processes, management practices, infrastructure, network planning and utility
operation.

Knowledge of laws, regulations, county ordinances, department/division policies and procedures

Knowledge and technical experience with fiber restoration procedures.

Skill troubleshooting, problem-solving and operation of diagnostic tools.

Ability to work under minimal supervision.

Apply technical expertise to evaluate problems and implementing the best solutions.

Work a variety of schedules including normal duty and on-call duty. Schedule will include extended travel and overnight stays.

Will be required to work night shifts and overtime when needed.

Candidate will be expected to interact with and communicate well with Managers, co-workers and customers.

Must be well versed in modern fiber splicing techniques.
